Jeremy Goucher

Mr. Goucher has over 20 years of experience in federal consulting with focus areas in business development, cost and price analysis, data analysis, and risk management. At RMA, his focus is on building a forward-looking business development (BD) organization by combining teamwork, training, technology, goal setting, and continuous process improvement. Since joining RMA, he has developed a robust pipeline to expand RMA’s business throughout the Federal Government. Additionally, he has established metric oriented goals, automated BD performance reporting, increased capture and proposal planning activities, and provided hours of training and guidance to team members. Prior to RMA, Mr. Goucher has supported several strategic wins, including multiple instances of flipping longtime incumbent work.

Throughout his career, he has worked on multiple major defense acquisition programs (MDAPs) including the Aegis Weapon System, Zumwalt Destroyer, Protected Tactical Satellite, and Aegis Ballistic Missile Defense. He has saved the Government hundreds of millions of dollars through contract and budget negotiations supported by strong data analytics.

Mr. Goucher graduated from University of Maryland, College Park with a B.A. in Economics, and from Syracuse University with an M.A. in Economics. He maintains a Project Management Professional (PMP) certification, as well as a Certified Cost Estimator/Analyst (CCEA) credential from the International Cost Estimating and Analysis Association (ICEAA).
